that in Hongkong there are ample facilities exist for officers to remit to their families in this country; but the system of Government family Allowance has the advantage that it enables the Crown Agents when engaging a man for an appointment to insist on his making regular provision, say monthly, of a certain sum from his salary. It thus exercises a certain compulsion upon him. If the system were to be abolished there is little doubt that money in all cases would not be sent home regularly, and that in consequence complaints and appeals for assistance would be received from the families of such officers.
3. I have therefore come to the conclusion that the existing system should be maintained. I have caused the C.A. 6 to be amended so that the Government shall deduct each month certain sum from his salary for the support of his family while they are in this country as provided in the clause.
